    General information
---------------------

 The neighbourhoods in the largest metropolitan area in the federal state of North Rhine-Westphalia, the Ruhr metropolis, face a particular challenge in terms of climate-friendly transformation: growing or shrinking residential areas, workers' housing settlements, listed housing sttlements, and neighbourhoods with a building stock dating mainly from the 1950s and 1960s. In order for the transition to lower-carbon or carbon-neutral residential areas to succeed, different methods of integrated energy-efficient neighbourhood development must be brought together, and a combined strategy of urban development and housing market measures is needed. With the Prima.Klima.Ruhrmetroploe project, tailor-made measaures can be tested and successfully implemented.

 ###  Constellation of actors in daily project work

 The Ministry of Home Affairs, Local Government, Building, and Digitalization of the State of North Rhine-Westphalia is the project initiator and funding provider, while the city of Gelsenkirchen provides support in strategic and organizational matters as the lead municipality. The redevelopment and communications management team is active within the eight participating municipalities and is responsible for implementing municipality-specific redevelopment goals with communications support in the respective neighbourhoods.

 The Ministry of Home Affairs, Local Government, Building, and Digitalization of the State of North Rhine-Westphalia is the project initiator and funding provider and is supported by the city of Gelsenkirchen as the lead municipality in the intermunicipal area of the project.

 The Ministry of Home Affairs, Local Government, Building, and Digitalization of North Rhine-Westphalia, together with the lead municipality, makes strategic and organizational decisions that are relevant to all eight participating municipalities. Decisions on measures and areas of action are made in the respective neighborhoods by the participating municipalities themselves.

 ###  Results and impacts in terms of affordability and other ecological and social target values

 - To develop experimental energy districts and design model, tranferable implementation processes
- To create up to 8 energy districts as models for the region with different themes, for example:
    - CO₂-neutral building stock
    - municipal heat supply
    - use of renewable energy sources
    - climate adaption of public spaces

  ###  Consideration of the EU taxonomy and ESG criteria

 The objectives and requirements of the EU taxonomy must be taken into account when finding solutions.
