Fourth advisory board meeting: Group Delphi as a catalyst for further Development of key Topics

The fourth stakeholder advisory board meeting featured an exceptional agenda item: the implementation of a Group Delphi. Over several rounds, the experts discussed various aspects from the working groups.

The fourth stakeholder advisory board meeting had a special character: As usual, the experts were first briefed by the acatech office on the current status of the project and the interim results of the working groups. Afterwards, the stakeholder advisory board members became active themselves – as participants in a Group Delphi.

A Group Delphi is a structured, multi-stage, moderated process aimed at building consensus. In this format, experts systematically exchange assessments and evaluations across several discussion rounds. The goal is to develop a shared position or differentiated perspectives on a topic through feedback and reflection.

Key statements on five thematic blocks from the working groups were discussed:

Planning construction projects in existing buildings – measures related to planning law, redensificationcadastres, development plans, and model building regulations

Planning neighborhood development in existing areas – measures to enhance cooperation among involved actors, stakeholder participation, redensification, and renovation solutions

Land activation and land policy – support for property owners in stock analysis, promotion of sufficiency, protection of existing buildings, and financing

Activating stakeholders and residents in neighborhoods – participation formats, (social) cohesion, and data foundations

Life cycle assessment of buildings and CO₂ emissions at the neighborhood level – CO₂ budgeting, energy efficiency, and life cycle analysis

In the first phase, the stakeholder advisory board members worked in three small groups using prepared questionnaires. The results were then discussed in a plenary session with all participants. Broad agreement was found on many points, but some aspects required further discussion. For example, lively debates emerged around planning law and development plans – especially regarding questions of financing and responsibility. Other key topics of discussion included area planning and space reserves for redensification, the knowledge levels of involved actors regarding the advantages of building within existing structures, and carbon pricing. The goal was to reach consensus through the exchange of arguments.

During the plenary session, the questionnaire was revised and supplemented accordingly. Based on this revised version, a second small group phase was conducted with newly mixed group compositions. In the final plenary, the group was able to quickly reach consensus on previously debated points.

A second Group Delphi with additional experts will take place in May. The results of both Delphi sessions will be fed back into the working groups and further developed there.
