General information

The project explores how new approaches to active land policy can be used to create additional affordable housing within the existing building stock without requiring further land. For this purpose, new, practical combinations of various instruments of active municipal land policy are to be developed and tested in practice. These should also be transferable to other towns and local authorities.

The entire process is designed collaboratively. From start to finish, creative and participatory methods are used to establish a common understanding and take action. A core team consisting of individuals with extensive experience and specific expertise drives the process by providing appropriate and creative support and guidance.

  • Exchange and learning from one another amongst the local authority partners (particularly Ulm and the ‘reflection municipalities’
  • Knowledge transfer via the german Association of Cities and the vhb
  • Organisation into working packages, each of which is primarily the responsible of one partner

  • Throughout the project as a whole: joint, discursive decision-making processes within the project team comprising the consortium partners, weekly regular meetings, half-yearly face-to-face meetings, dialogue forums with the participating local authorities
